Who are Councilmen?
Municipal councilors are citizens elected by popular vote for the performance of public duties as members of municipal councils or district.
What is the legal regime of Aldermen?

Do Councilors have the quality of public employees?

What are the qualities to be Alderman?
To be elected councilor is required to be an active citizen and being born or resident of the respective municipality or the relevant metropolitan area during the six (6) prior to the date of registration or for a minimum period of three months (3) consecutive years at any time (L. 136/94, art. 42).
What it is meant by residence?
The residence is, in general terms, the place where a person lives or regularly is seat, exercises his profession or trade or own any of its business or employment. For purposes related article 316 of the Constitution, es decir, to participate in the election of local authorities, the residence will be one where the voter registered on the electoral roll. (L. 163/94, art. 4Q).
